I don't know why you posed this in a GTA3 thread, but regardless ...
There are two types of no-cd crack: a fixed .exe file and a mini-image.
Case 1 (fixed .exe):
You want to make a backup of your original .exe file and keep it in a safe place so that if the crack doesn't work, you can easily undo the changes made by applying it. Then you want to extract the fixed .exe into your game folder, and you should be all set. If it doesn't work, then try downloading another crack.
Case 2 (mini-image .mds file):
Extract the file to a place easy for you to access. You want to get a program called Daemon Tools (google it and you can find it) and then you want to right-click the lightning icon in your system tray and go to "Emulation" and select "all options ON" and then you want to left-click and select the "Device 0" and search for the .mds file, and once it's loaded, you should be all set.
Personally, the fixed .exe is the easiest to implement, as it's a one-time thing, and you don't have to worry about it again. If you can't get one case to work, you may want to try the other.
