phpBB (http://www.phpbb.com)
Invision Board (http://www.invisionboard.com)
YaBB (http://www.yabbforum.com)
XMB (http://www.xmbforum.com)
All of these are free. Others like vBulletin, UBB, Burning Board, etc. you need to pay for.
IMO, none of these free ones even comes cloes to vBulletin, but out of them, your best bet is probably Invision.

Free host is one thing, but if they give out "free" vb/ubb, that's quite illegal.

What I meant is, if anyone lets you download it, or releases it for "free" it is illegal, but this place doesn't let you do that. I didn't have a real close look, but it appears that they just let you create one (not actually let you download vb)
And it would be illegal because vB is like any other product/software (costs ~$180)

@vile
they let you have a sub board on webmasters main board.
you can't download it, just use it.
plus it's modified.
but i'm not sure if it's illegal or not.

Key line right there. That's why the place is probably still around on the Net, becuase they don't let you download it.

You will need PHP 4.0.3 or better (4.1+ highly recommended) and mySQL 3.22 or better (3.23.33+ recommended). If your web host does not support this, consider hosting with IPS Hosting.
you need a server for the board.
read the documents http://www.invisionboard.com/documentation.cgi
and the info in the downloaded file.
if you don't have any server, you can use
http://myibmain.ikonboard.com
or
www.togrc.com
