When you install Win 98 you can install the CAD files, can this be done with Win XP Pro, and if so how???

Do you mean .CAB files?
You won't need to do it with XP.
XP takes a bunch of space when you install it, and it's because the database is so large, so you will rarely be asked for the CD. I've been using XP since it came out, and i've needed the CD 2 times, while installing 3rd party software, but that's it.

I'm not 100% certain, but I don't think there is an option to do this.
