What are you installing from, a CD/DVD or a mounted image?
Where did you get it from?
Have you tried updating windows?
Have you tried updating your drivers?
What is you system specs and are you sure they meet/exceed the minimum requirements of the game?

Since the issue is with a file on his C:\ then he must not be using the original disc to install the game. If this is the case Jeff, then use the original disc. If you are using the disc, then have a go at fdjc4's suggestions with the updates etc.

starts as
Error 1311. Source file not found D:\Data11.cab. Verify that the file exisits and that you can access it.

then comes, internal error 2350, after i switch the disk(doesn't work even if disk doesn't switch)

and finally
Error: -1603 Fatal error during installation consut windows installer help (Msi.chm) or MSDN for more info.
can't find the MSDN file
this error always occurs after the CD switch, and it asks me to switch the back in an error message, after that is the problem.

Read it believe me I know it works as i had this problem with a friends computer and office 2000, the principle is the same....

"NOTE: This behavior may occur when you try to install any Windows Installer-based program."
I GUESS windows installer is whats being used here?

Flat copy of the CD contents to the hard drive and run setup from there instead.

Its worth a shot. Let us know if it works or not for you.
