Live Streaming of a webcam on a website

Hi All,

This is a tricky one so if someone knows please help me and i'll think you're the best thing since sliced bread. Anyway, basically I'm creating a website and I want to stream live video from a webcam on it. However, I want to be easily able to turn off the stream or turn it on, and I want the section of the website to say "currently not streaming" when it is turned off. Does anyone have any idea how to do any of that? If you need to use Delphi (B.A.S.I.C) I've got all that and can code just tell me how and what I need to do. If someone knows a website that explains it please post the address.
