and what can i use to convert the bitrate of my mp3 and mp4(m4a)

What is the source? What type of files are you trying to convert *to* .mp4?

mostly avi and mpeg some wmv
nero recode does some but is there a better program out there?

also i have converted a file and the sound is very quiet how do i increase the sound of the file? can i do it after its converted or do i have 2 do it b4 and what do i have 2 use to do it

Check out the converter at www.xilisoft.com ... I cant recommend that one enough!!

Yeah Xilisoft is really good for converting anything into mp4, for music I use dBpower AMP, once you have all the codec packs installed, it will let you convert anything its great! :)

TO increase the sound level without distorting it you need to apply a "normalise" (spelt with a Z for you international speaking folk!) filter.
