my good ole mum has a prob with her sound on her computer... all songs and sounds have an echo to them, after replacing the speakers and sound card the echo is still there.
On my laptop i have settings for a "Sound effect Manager"... which has different settings such as hallway, cell, etc. which im thinking would be the problem with her computer but i cant find such setting.
anyone have any ideas where such a setting would be or what the problem could be.

Hmm, is there also a microphone plugged in? Could be that you are getting a loop because of that.
Turn off all the recording devices to make sure that there isn't a loop, then turn off all the auxillary inputs/outputs, such as mic, cd line, line-in, etc. Basically, leave on master and wave only.
As for the surround stuff, that can be found in the usual control panel, multimedia section. Check the box that says something along the lines of "Show in system tray". Right mouse click on it, I think you then have to click advanced to get the extra options :)
Good luck. (Sorry this is sketchy but I'm on Linux only now, and I haven't had the 'delights' of using any Billy Boy software for awhile!!!)

Yes check control panel and sound.
Check so that reverb, echo, large hall, etc isn't enabled.

Also check playback control, its possible that the 3D effect is enabled.
