could be your refresh rate, it might not support a high or even a lower refresh rate on 800x600

ur monitor, is it new?
-How old?
-(What game did you play/start?)
Check your VSync, probably its off.
Btw, a refresh rate of 60 isnt healthy (for your eyes) and is outdated, best would be 85+ hz.

It does this with every game(Quake4, NFS Most Wanted, Fear)
regardless of the VSync.
I have an LCD so 60hz isn't bad for my health.

indeed i run 70Hz myself on my 17" LCD
were you ever able to play these games properly?
did you install any updates recently for graphics card or even monitor drivers?

I instaled new display drivers but after I got this problem.
I also reinstaled DirectX 9.0c. Could it be the reason?

Chaging the refresh rate on a TFT LCD Monitor does nothing, unlike CRTs TFTs don't refresh, they don't need to. If you run your TFT at a higher refresh rate than what its recommended you will notice that the display is blurry in certian areas.
Its unusual for TFT monitors to become out of range especially at resolutions that low, as fdjc4 suggested monitor drivers may fix the problem.
What resolution does your monitor go up to and what is your desktop resolution?
Finally what make and model is your TFT?

as you said bojan you only started having this problem after u updated your display drivers (for your graphics card i tihnk you mean) so in my opinio if the above idea of monitor driver does not work i would recomemend rolling back your driver, the one causing the problem since you updated it, i tihnk its a possibilty its a conflicting driver, i had that prob with my ati drivers, took a day to sort the damn thing

I ran the DirectX diagnostic tool and on the Direct3D test, the Direct3D 9 test failed.
Direct3D 9 test results: Failure at step 32 (User verification of Direct3D rendering): HRESULT = 0x00000000 (error code)

uninstalling and reinstallign directx i thiunk is what u need to do, there is a tool for this but it is not winxp comaptaible, if u got another OS ill try n find it for u. As i said i had a friends pc who had this exact problem, no game not even half life 1 would run properly so i went and reinstalled windows for them and it worked but that was little work as they dont got many games, songs and so on, backup wasnt required.
now im guessing if ur like me u got a few gig of music and game files and so on id suggest in purchasing an external hard drive for back and then format your pc and reinstall your operation software but thats a HUGE task to undertake, one i will be performing soon myself, that would sort your directx problem for sure
sorry if i am no help with this but this is the sever case option

It could be your graphics card as its not a fully compatible DirectX 9 graphics card.
