USB 2.0 External HDD Kit Problem

I Bought a Belkin hi-speed usb 2.0 external drive enclosure kit but when i connect it to my computer it recognises that "USB 2.0 Storage Devcde USB Device"
is connected but i can't acces the HDD at all, ok the drive is formatted, its set to master using to appropriate jumper settings (tho i could be wrong)
the hard drive i have is a "Western Digital HDD WD1200" but thers one thing bothering me there is this 3 thin cable i don't no if i need to attach it it looks like this

I'd think thats the power connector, you will need to plug that in. If I were you, I'd plug in anything that you have a connector to and a socket for.
