You could split the file with winrar, so you could put it onto 2 cds and then extract it back into the original file.

If you don't have a license to WinRAR you can use the completely free 7-Zip to split the file.

After installing 7-Zip, right click on the file. Select Add to archive. Then select tar as Archive format and the size of your CDs in Split volumes. Then click OK.

Maby if you compress the image with bzip2 it can fit on 1 CD. (Select Bzip2 instead of tar).

..or you could go with WinRAR if you have a license.
