i just cant stand it, iv read the manual over and over again on page 33, how the heck do i get dog tags????? iv sneaked up on the guard, seen the dogtags, but i have no clue how to pick them up.

you need to point your gun at their face to make them shake, making them drop their dogtag.

so ur saying go behind him, stun him, then walk in front of him and point the gun at his face? i think i got it

Nope, you can run behind him, make snake hold him up, saying "freeze", then while he has his hands up, run around then hold your gum up to his face, making him shake.
