Cannot get Vampire Bloodlines cheats to work

I was looking on the net for some cheats for Vampire Bloodlines and it says on the net just start the game with -console added to the shortcut command line. Press tilde (~) to open the console in game and then type in the codes. First of all what does shortcut command line mean? do I have to add the word -console to the shortcut icon on my desktop? I have already tried this and I have also tried pressing the ~ key and it does not bring up the console it just changes my characters weapon? Could anyone please tell me what I am doing wrong?

To change something in the shortcut command line do this:
1.Right-click on the shortcut.
2.press properties
3.Normally you see a tab called "shortcut",click it.
4.Now in the small window just above the line(must be something like source or goal,dunno what it says I'm not american or brittish.
for example you see
"C:\Program Files\\Demo's\Project Snowblind Demo\Snowblind-Demo.exe"

Now what you do is this:just click after the last " and press space,now enter -console behind it,it should look like this:
"C:\Program Files\\Demo's\Project Snowblind Demo\Snowblind-Demo.exe" -console

5.Now press the button in the right bottom corner of the window,after this press ok.
Now you will be able to use the ~ button.
6.Enjoy your cheats
