Bin file is actually an image file of VCD that was created by some programs like Nero. You can also just extract a file from bin file when you open it with some image program, you will see inside some folders MPEGAV try to open it then you will see AVSEQ.DAT that is an mpeg file. If you extract it to you HD and rename it to AVSEQ.mpeg then create again with nero for vcd is still the same. That is only how your vcd player recognizes your file. MPEG is an MPEG.
Unless you convert it to Divx or Mpeg2(DVD) but never do it because it's useless. You will not gain picture quality it will just degrade.
