Video format convertor (Mpeg/wmv/RM...)

Looking for a recommended software on the following :

Converts mpeg => wmv
wmv => mpeg

Converts RM to both wmv and mpeg

Looking for a recommended software's, I have tried some but the word "cheap =bad/low quality" comes to my mind.

You can use adobe Premiere, or tmpenc. I mainly use Premiere to do all my conversions.
