Morrowind Journal/Quests

When I first installed Morrowind I installed it with both of the expansion packs. When viewing the journal there is an option to see topics and quests. When I had to reinstall Morrowind I installed only the Morrowind, no expansions. Now when viewing the journal there is only an option to view topics. Is this normal?

Yes, it is, because those options with topics and quests are included in Tribunal and Bloodmoon only!
