Play backups with DVD-region x software

I´ve a PS2 Vers.3 and I heard that it is possible to play dvd-backup-games with the software DVD-region x. Could somebody explain me, how it works.

You can't play dvd backups with a region x ,only cd-r backups and you still need a chip ,fliptop ,or some other swap method for it to work.
