i live in england so my TV is a pal tv, as is the ps2. however i've recently imported a game from america so it is an ntsc game, when i run the game it plays in black and white. i remember this problem from the psx but it was overcome by using a scart cable instead of the one provided. but i thought the ps2 already used a similar scart cable :/ i've not seen any threads on this topic so i hope that there is an easy answer that i'm missing out on.

i've got a v4 ps2 and i'm using a flip top with swap magic 3 discs. the cd loader disc gives options for pal or ntsc or "normal" but the dvd disc just says "insert disc", i wonder if there is another button i can press to load it in ntsc instead?

You need to use a rgb scart to get it in colour ,just like you did for the ps1.The lead that comes with the ps2 aint a proper scart ,it's just av cables with a scart block :(.
