NoStartBanner - XP Registry

So I've been delving through my registry and I came across this REG_BINARY. There are some other keys of the sort, NoRecentDocsHistory and such. The others in there are selfexplanitory as well. I cannot figure out what this one does. I am running Windows XP Pro so I figured it was that annoying huge thing at the top that says your username. Modifying it to say no didn't change it though. The keys are in
HKEY_CURRENT_USER\Software\Microsoft\Windows\Curre ntVersion\Policies\Explorer
