Finding hex code

Is there an application that I can use to find the hex of a certain color that is on my screen? Sort of like paints dropper function but that goes for anywhere on the screen.

Hmmm... It doesn't seem to like DivX. I want a color from a scene, but all it gives me is black. Any suggestions?

Yes. I'm trying to make a colour scheme based off Invader Zim. There is a certain scene that has the colours I'm looking for.
