I fixed it, all that needed to be done was unplug a switch I had in the middle of our network. Problem solved, this can be deleted

My brother back at home has a decent computer setup. For some reason his internet goes wayyyyyy slow when browsing all websites or downloading any files. He tried downloading the newest drivers from a direct link I sent him and it went about 8 bytes (not kb!).
we talk via ICQ, which works just fine.
to make things stranger, the other night for heck of it we tried to play Battlefield 1942 online...and it worked just fine. His ping was just slightly higher, but I'm on a university line so that was expected.
sound crazy to anyone else? I might just mail him the latest drivers on a disk if nobody can think of anything.
btw he did try resetting the cable modem and router, same exact results.
