First of all, get some 700mb disks, like the one vietcong is on. If you need to, try to zip it with WinZip or WinRAR. That should fit it on the cd with WinRAR, so long as your not making a play disk. If you need to install, just extract it to your HD. Even easier, just straight copy it with CloneCD. most importantly, get those new disks.

Look, I once made a bin file which was 770Mb... I burned it on a 700Meg CD without problems and you know why?
Because when a bin file is burned, it takes less place then when you right click on it and see it's properties.
What giundy says is also true... get some 700Meg CD's (they cost nothing, I think I pay 20 Euro for 50 blanco CD's).
I don't know if it will work on a 650Mb CD, but I recommend that you try it on 700Mb CD's, I'm pretty sure it will work then (you need to do it with a cue file and such, but you already knew that :D)

NOTE: Don't overburn as long as you are not sure if your writer supports overburning, or you could damage it.
And last thing: I mostly use Nero to burn image files, but others can be used as well.
