Generally, if the prog does not come with an uninstall prog then it can be safely removed using ... Control Panel / Add remove Programs .. if there are any elements left after you have uninstalled, using this method, then you will be informed to remove them manually ;)

OK, I still wouldn't recommend just deleting the folder, but try this...
A. Install the program again, in the same directory, then see if it has an uninstall option.
B. Use software like Norton Uninstall to get rid of it.

Although Vile says it's not a good idea to just remove that directory (sorry, "folder" - *ArCs an old DOS user, sorry), being the fact that it created it's own directory, U will prolly find that all it's files are in only that "folder" so you can just delete it.
As Vile rightly says though, this can be a bad idea as it may leave schrapnal around your system (loose DLLs and such).
Another option:
Again, expanding on what Vile suggested; use an app like CleanSweep or Norton Uninstall and snapshot the installation. Once done, just go into the app and click remove.
Me personally, I'd remove the offending folder and be done with it.

True, but if the prog actually did have an uninstall option, which somehow just got messed up or soemthing, it will still leave those dlls in his system, like you mentioned. I guess it's not that big of a deal, but eh not really a great idea IMO.
THen again, if it didnt create an uninstall, maybe there is no need to worry about manually deleting it.
